Quick answer

Historic home gutter rules in the Hudson Valley: In Kingston, Beacon, Poughkeepsie and Newburgh, repairing a gutter so it looks the same is treated as maintenance, while changing its design, material or appearance on a landmark or a house in a local historic district needs approval before a building permit is issued. Kingston staff still review in-kind repairs at the desk, and Newburgh’s code exempts gutter and downspout repair that matches the existing material in form or better. Hudson Valley Preservation Rules

On a historic Hudson Valley house, the gutter answers to the city as well as the roof

The Hudson Valley holds some of the oldest houses in New York. Kingston’s Stockade District still has four pre-Revolutionary stone houses at the corner of Crown and John Streets, set among Federal, Greek Revival, Italianate, Second Empire and Queen Anne buildings. Newburgh’s East End Historic District carries Second Empire, Italianate and Gothic Revival homes. On houses like these, the gutter, the cornice it hangs from and the downspout on the facade are all part of what local preservation boards look at, and a winter of snow load and meltwater on a badly hung run is hard on old trim and masonry.

Each city runs it its own way. In Kingston, the Historic Landmarks Preservation Commission, created in 1966, reviews exterior work visible from the street on landmarks and in five local districts: the Stockade, Rondout-West Strand, Chestnut Street, Fair Street and Wilbur. Changes in form, material or color go to the Commission, regular maintenance and in-kind repairs are reviewed by staff at the desk, and the city asks you not to buy materials before approval. Beacon requires a certificate of appropriateness from the Planning Board for alterations to historic features visible from a public street in its Historic District and Landmark Overlay Zone, but not for repair or replacement that keeps the same design and outward appearance. In Poughkeepsie, the Historic District and Landmark Preservation Commission issues certificates of appropriateness for exterior alterations, and in Newburgh the Architectural Review Commission does the same for the East End Historic District.

The Brothers That Just Do Gutters Hudson Valley runs local crews out of Page Park Drive in Poughkeepsie. On an older house we start with what is already up there: the existing gutters, the cornice and fascia, and where the downspouts land. We form seamless gutters on site, offer copper gutters, and put the run and downspout plan in writing so you can take it to your city before any work starts.

Hudson Valley Historic Home Gutter Questions, Answered

Do I need a certificate of appropriateness to replace gutters in Kingston’s Stockade District?

Kingston’s Historic Landmarks Preservation Commission reviews exterior work visible from the street on landmarks and in its local districts, including the Stockade and Rondout-West Strand. Changes in form, material or color go before the Commission, while regular maintenance and in-kind repairs with the same material and color are reviewed by staff at desk level. The city asks you to contact its Historic Preservation Administrator and not to buy materials before approval.

Can I repair gutters in Newburgh’s East End Historic District without approval?

Newburgh’s historic overlay code lists repair of gutters and downspouts that match the existing material in form or better among activities that do not need a certificate of appropriateness from the Architectural Review Commission. Exterior alterations and new construction in the district do need one before a building permit is issued. If you plan to change the gutter style or material, check with the city first.

Does Beacon require Planning Board approval for new gutters on a historic house?

In Beacon’s Historic District and Landmark Overlay Zone, a certificate of appropriateness from the Planning Board is needed for alterations to identified historic features visible from a public street, sidewalk or park. The city code excludes maintenance, repair or replacement that does not change the design or outward appearance. The Planning Board has 60 days from a complete building permit application to decide.

Who reviews gutter work on historic homes in Poughkeepsie?

In the City of Poughkeepsie, the Historic District and Landmark Preservation Commission issues certificates of appropriateness for exterior alterations to landmarks and properties in local historic districts. Ordinary maintenance and repair that does not change design, material, color or outward appearance is not restricted by the code. The Commission acts within 45 days of receiving a complete application from the Building Department.

How do I keep gutters on an older Hudson Valley home working through winter?

Have the troughs cleared after the fall leaf drop and before the first hard freeze so meltwater has somewhere to go, and make sure hangers are screwed into solid wood that can carry snow load. On stone and masonry houses, keep downspouts discharging away from the foundation. The Brothers That Just Do Gutters Hudson Valley handles fall cleanings and repairs from its Poughkeepsie base.
